Location: Vientiane, Laos | Full-time | Fixed term contract until 30 June 2028
The Program
The Basic Education Quality and Access in Lao PDR (BEQUAL) program is led by the Government of Lao PDR with support from the Australian Government to advance the education priorities of the Ministry of Education and Sports (MoES) as described in the Education and Sports Sector Development Plan (ESSDP). BEQUAL Phase 2 continues the substantial progress and builds upon the achievements of the first phase (2015-2022). It provides support to the development of an enabling and inclusive teaching and learning environment for teachers and learners with a focus on those who may be disadvantaged because of gender, disability, ethnicity or language.
The Position
The Policy, Strategy and Governance Manager will work closely with key Ministry of Education and Sports (MoES) counterparts to identify key policy and programming areas related to teacher development and management that require cross-departmental discussion and action. The position will support relevant MoES stakeholders to identify strategies to ensure a cohesive approach to teacher professional development policy alignment and implementation.
The position will work across the BEQUAL team to ensure effective Program governance and will engage with sector governance mechanisms as appropriate to ensure Program implementation is aligned with Department of Foreign Affairs and Trade, MoES priorities and adapts to changes in the sector context. The position will be responsible for including gender equality and inclusive education principles and practices in policy discussions with MoES.
The Person
You have demonstrated experience working in governance roles or strategic partnerships with senior MoES personnel. You can manage complex, time-sensitive programs and activities with government partners in Laos. You have an excellent understanding of the complexity of the Lao PDR education system and how to engage with senior education officials at central and subnational levels. You have strong ability in project and activity planning and management, as well as excellent interpersonal skills and experience working in a multilingual and multicultural context.
